If you trail activists wonder why you have to always be vigilant at protecting your favorite riding areas, you have to look at the big picture being implemented.
Many folks are not aware of the Interior Columbia Basin Ecosystem Management Project (ICBEMP) that was drafted in the mid 1990s. It is also referred to as Rewilding of America and Return to the Pre-Columbian Era. It was a huge environmental research project for determining how to manage public and private lands for the next 100 years, ordered by ex-President Bill Clinton. The study took in five states - a very large chunk of Washington, Idaho, Oregon and a little of Montana and Wyoming.
The region covered is called, "The Columbia River Drainage." This project is one of many projects drafted for every drainage system on the planet. It is a UN environmental impact project for sustainable growth in the 21 Century. People all over the world participated in the drafting of the ICBEMP document . In other words, people of influence all over the world had a say in how we locals will be able to use our private property and our public lands now and in the future.
I was activity involved, protecting the off-roader's interests, in resisting the project along side our county commissioners, governors, congressmen, other officials, farmers, ranchers, property owners, hunters, recreationists, activists and all other interested parties at the time.
"Resistances was futile." The government agencies, drafting the environmental impact statements, used "The Delphi Technique" (explained in the post below). It was a new and unheard of collaboration technique being used at the time on the locals to give them a feeling that they had a say in the process.
